The Streets of New Capenna Commander decks' main theme are the crime families fighting for power.
The Brokers are a family of lobbyists who operate in New Capenna's legislature and judiciary through carefully crafted contracts. Its greatest influence is over the bureaucratic system, and how control over legal forces establishes its power over the distribution and marketing of Halo.

The Commander: Perrie, the Pulverizer
Perrie, the Pulverizer is a creature that, upon entering the board, puts us in an attacking position, in addition to the protection of shield counters that extend its permanence on the battlefield. In the Bant {G}{W}{U} color identity there are several creatures of great individual value and the presence of Perrie, the Pulverizer allows for a proactive game, able to pressure opponents through great damage sums across creatures.

The commander reminded me of the late Rafiq of the Many, one of which grants trample and the other double strike, however Perrie needs to attack for his ability to trigger, a fact that is minimized by its Trample ability.
About the Deck with upgrades
The Bedecked Brokers deck has tokens as its main theme, and its creatures mostly generate or receive tokens in certain situations, creating a solid and timed progression.
Perrie, the Pulverizer allows you to extend the advantage generated by counters, granting trample and adding +X/+X where X is the number of different types of counters on its controller's permanents.
The deck is well-balanced, has good interactions, draws and mana accelerations, having a very fair and linear game plan without major surprises, but adjustments can be made to better develop the game plan. Check the upgrades list:
Among the possible lines for this deck, I chose different counters. Other builds are possible, the most typical involving Voltron, +1/+1 counters, proliferate and infect.

Bedecked Brokers has a very solid manabase and excellent choices among its lands, so we could keep it as proposed by the dev team.
However, to enhance the theme of different counters, we chose to add some lands capable of generating additional counters. The choices were Calciform Pools (storage) and Tyrite Sanctum (+1/+1 and Indestructible).
Other replacements were the entry of Krosan Verge and Grasslands over Myriad Landscape and Brokers Hideout, and the reduction of basic lands to add Kaldheim's snow duals

Mana Rocks and Dorks

We only have four mana dorks in this deck and six more mana rocks, so I chose to add more mana sources based on different types of counters, such as: Bounty of the Luxa (flood), Khalni Heart Expedition (expedition), Song of Freyalise (knowledge), Pentad Prism (charge), Pyramid of the Pantheon (brick), Replicating Ring (night), Strixhaven Stadium (score) and Quicksilver Fountain (flood).
Our only addition among creatures was Kodama of the West Tree which gives a huge game advantage by granting each creature with counters the ability to search for lands, similar to the One with Nature. We chose to remove Commander's Sphere given the lack of counters.

Counters
Some creatures are part of the deck by their interaction with counters like Grateful Apparition, Thrummingbird, Aven Courier and Skyship Plunderer, which add to existing counters when dealing combat damage, but given its fragility and the need to deal damage, they were removed.

Kros, Defense Contractor brings an interesting mechanic to an individual build, that is, a deck in which he is the commander, but for the suggested build, it is a creature that causes more burden than bonus. With high recursion power and ability to add counters, Luminous Broodmoth has been added.
While it doesn't generate counters, Brago, King Eternal allows you to trigger ETBs over and over again by generating extra counters through our permanents. Some creatures have been replaced by creating counters of the same type, reducing the variety of counters in the deck, and thus the efficiency of our commander.

Other Packages
Within the core options of Commander decks, we have interactions in the form of removals, draws, accelerators and synergistic cards with the commander; the development team created a working deck with a balanced amount between the different packages, totaling approximately 10 cards in each one. Next, we'll briefly address the small changes that were made.

Draws
Among different means to draw cards (clues, tricks, etc.), the deck comes out of the box with eleven cards that helps refill the hand. We made a few changes to these cards, adding new options that were synergistic with the commander.

The Planeswalkers
Ajani Unyielding generates a small advantage with his primary ability to draw up to three cards and his second ability allows him to exile an opponent's creature, similar to a slowed down version of Swords to Plowshares, not being an option relevant in this deck, given the difficulty of reaching the ultimate while playing against 3 or more opponents.

With lower mana costs and superior abilities, we've added Elspeth Resplendent and Vivien, Monsters' Advocate that create assorted counters and play permanents directly from the deck, often acting as tutors.

Interactions
Within this list's strategy, we have a very fair number of removals. The replacements seek to strengthen synergies with the commander by adding new types of counters, such as Kappa Tech-Wrecker (deathtouch) and Promise of Loyalty (vote).

Other Suggestions
Many cards were left aside to maintain the integrity of the created deck, so I have some additional suggestions for the future development of your deck.
The artifacts The Ozolith and That Which Was Taken would be my priorities, after them Chitterspitter and one possibility would be Briber's Purse and Luxior, Giada's Gift.
Followed by the enchantments Beastmaster Ascension, Legacy's Allure, Cathars' Crusade, Simic Ascendancy, Gutter Grime and Ior Ruin Expedition in no particular order.
The Mercadian Masques Saprazzan Skerry, Hickory Woodlot and Remote Farm lands would be nice. Among the creatures would be Leech Bonder, Cosima, God of the Voyage, Faithbound Judge and the great leader of the Brokers, Falco Spara, Pactweaver.

Some cards that were cut from my initial option and that would possibly come back in a more controllable feel would be Nine Lives, Teferi, Who Slows the Sunset and Temporal Distortion.
Conclusion
This deck is ideal for those who want a Voltron or a differentiated counters-themed strategy, bringing a lot of diversity and fun. A Control version is possible by making use of enchantments — I would avoid this direction on casual tables, while high-power games allows for a consistent Control build.
